Gently and with care. If the hair is wrapped round it carefully cut the hair and remove the cut pieces . Same with hay and other debris. However if stuff is dried on it would be wise to bathe the privye parts and gently cleanse.
Once all dirty bits are removed ky jelly is recommend to apply to help it slide back into its sheath :) . hope this helps. And I've just had the same thing with out baby piggy

I tried giving a bath and clean it off with rag but, it's pretty stuck can I use any kind of soap or anything? And I feel like I'm hurting him.
 
Have you checked further up , in case there is a blockage which is stopping the penis from retracting? There could be a bit of hay or other debris.

Well I don't know much about these animals so.. No but I will check it out more in a little bit. He doesn't seem to be any pain or anything. He still eating and drinking. So I will figure out something to clean it off with..
