She may just need a little time to settle as long as she's eating hay she'll be fine. She may be coming out more when you're not in the room so just give her time to get used to her surroundings.
Does she have a friend? Piggies need to be kept in pairs or groups and are usually more confident and relaxed if they have a friend to keep them company.
Cover her cage and let her settle in. How long have you had her? You really need to find her a friend as soon as possible. They are highly social and really need companionship of their own kind. Will you be able to do that soon?

Guinea pigs are very shy animals and if alone will be very scared too.
As @Siikibam has said she needs a companion.
I find that whenever I have a new piggy all I do is feed them and talk to them. It helps them to get to know my voice and associate me with food.
There are some excellent guides for new owners on the forum and always someone happy to answer questions.
