Is He Overweight?

I have two Guinea pigs, one of them is super light and flexible, but she still has a belly.

The other, however, is 10-12 inches long, weighs 2.8-3.2 pounds, and is super lazy. He is a 4-5 year old male and I can't seem to find ways to make him lose any weight. He's very fat, and I don't think he'll be able to lose weight easily at all.

Are there any health complications for being so fat?

Bellies are not relevant to the weight. You measure around the ribcase whether a piggy is a good weight for its size. It is in detail explained in this guide here. Healthy adult weights can vary most widely and your boy is not that unusual.
Since UK (imperial) pounds and US (metric) pounds differ in weight, it can be very confusing and has led to wrong advice being given. This is the reason why we use grams on here, which are the same all over the world!
