Is Kiln Dried Spruce Bedding Safe?

I found this farm nearby that has, Guinea Pig food, hay bales and huge bags of horse kiln dried spruce bedding, added up all together every thing will cost 15$! i was wondering if that bedding is safe.
 
If it’s for horses, I don’t think you should use it. It may be dirty and contain more dust.

Wood shavings should generally be avoided, as they can cause breathing problems. They are inexpensive, but you might end up paying more at the vet if one of your piggies gets breathing problems!

then why are people using aubiose when its HORSE bedding
 
Kiln dried is usually wood oils free and minimal dust. However I am not sure about Spruce, never checked if that is toxic
