is this big enough for exercise?

hi everyone. I have my guinea pigs outside at the moment while its nice but i want to know if you think this cage would be big enough for two piggies to play in inside and get some exercise. I will be getting the base aswell so i can put some newspaper on it and for easy cleaning. I think that is fine for indoor use. If you were to use it out doors though, you will have to supervise at all times as the roof doesn't look solid xx
