I'm making a hat out of socks for my guinea pig I'm just wondering what should I use to color the hat should I use watercolor or colored pencils.

I would think that colours designed for toddlers to use should be safe, but may I just add that most guinea pigs tend to get irritated when they have clothes put on them, and will most likely do his best to remove it.. Some outright hate being dressed up.
Furthermore in this weather a pig in a sock-hat could seriously overheat.

It's only 75 f at my house

I doubt water colour and pencils will be safe. Nor is putting on a hat in this weather. Taking temperature away, people do feel passionately about dressing up animals because often the animal doesn't enjoy it.

It depends on the pencils and water-colours. As I said, I am not certain but those designed for use by toddlers are the least likely to cause problems on the basis that toddlers tend to chew on crayons and get paints all over their faces and hands.....
But although you are not asking for advice on welfare I do need to point out that a pig in a hat is not a happy pig.

Hi there. I would echo Critter's post. I'm sure your piggy is cute enough without the need for a hat. They certainly won't appreciate it on their head, and it would be a choking hazard if they decide to chew on it. Why not save your craft skills for something nice for yourself instead?

I'm making a creeper costume for my guinea pig for Halloween I already bought a creeper guinea pig shirt

We would very strongly advise that you do not dress up your guinea pig. They will not appreciate it, and in struggling against it may cause serious harm to themselves.

That's a gorgeous guinea pig in your picture :)
Welcome to the forum, Halloween can be great fun, but some animals just don't like the dressing up bit....

I have a book by the late and great Peter Guerney, a man dedicated to his guinea-pigs. I will always remember reading one of the opening paragraphs where he is awoken by a sow he is looking after. Long story short he had to make a cover to go over the pig's body for medical reasons, and I must stress it was medical reasons and necessary. But he took a deep breath and placed the 'wrap' on the pig, and the poor pig bucked like a bronco trying to get it off. He always felt bad when having to do this procedure for poorly guinea pigs in his care because they absolutely hated it.
It's a cute idea, and I know you won't appreciate me going on about it but I really can't join in with your enthusiasm to dress your piggy up, they really do hate that kind of thing, even though you can easily find such items for sale.

Why not make some props and do a photo shoot instead? :)

A photoshoot is a great idea. We had a Haloween themed photo competition last year .
