Loki and his bald back!

I'm at wits end!
Hes had a bald back for months now, I've been treated him for mange and fungal, disinfecting his cage etc, the bald patch is quite big but it hasn't got worse.
The skin isn't broken but a little scruffy, I don't know what else to do!?

Could they barber this bad?
