Multiple Levels?

I’ve heard people say that second levels in hutches etc don’t count as floor space, which is understandable however what if the guinea pigs lived in a shed which had multiple levels of enclosures in it ?
I assume that if each level was separate (and big enough) and they didn’t mix that would be fine as it’s just like stacking hutches however what if they were open and the pigs were allowed to travel between levels? Would that then become one big group of guinea pigs and the levels would no longer count ?

Correct.
If you had one herd that lived in a shed and the shed has multiple levels, the it’s only the ground floor space of the shed which is the space which counts towards the cage size and determines how many piggies could live in there.
If you have separate pairs within a shed but each level is entirely separate and not connected by ramps, then each level is an individual cage
