So my guinea pig sometimes chatters his teeth at me but me keeps on cuddling my neck and he starts to talk when I pet him and he always likes either my shoulder or my neck and I don't know why and he always lays down on me all the time
 
Does your guinea pig live with another guinea pig?
If not, then first do consider getting him a friend. They are highly social animals and should always be kept in pairs.
If he does live alone currently, then he will be transferring all his social needs and behaviours onto you.
Teeth chattering is generally a sign thar they don’t like something which is currently happening.

But the thing is he keeps cuddling me anyways and ends up giving me more attention but no I don't have him a friend
 
That’s fine then - he is choosing to come to you.
Teeth chattering tends to be displeasure, sometimes impatience if they are waiting for their veggies for example.
There is also a type of scissoring which I find my piggies do - it sounds different to teeth chattering.

Do consider getting him a friend though. Single piggies do get lonely as they have no one to communicate and interact with. This is why If he wants to be with you as he is transferring all his social needs and interactions onto you.
