I would strongly recommend to have your piggy vet checked because it sounds like he has been lying in his own pee and could be in pain when urinating due to an infection or bladder stone.
Have you been weighing him regularly to make sure that he is not losing weight? Over 80% what a guinea should eat in a day is unlimited hay. You cannot check that by eye.
