Mystery Crusty Mouth Condition

My lovely 1 year old guinea pig has a really crusty mouth.

He's been to the vets a few times and we have tried:
Upping vitamin c
3 courses of antibiotics
anti fungal treatment
treating for mites
different bedding
different hay
Keeping nails short etc..
and nothing seems to be getting rid of it. He seems fine in himself (eatinf fine, doesn't seem to be in any pain etc) and our other guinea pig is fine so pretty sure it's not contagious.. does anyone have any ideas or has seen this before? (Picture of his mouth is my profile picture)
 
Was the vet treating chelitis? it can be caused by bacteria but can also be fungal related. What fungal treatment was used? and what antibiotics?
