So i now have a female and a male piggie and i want to keep them both together but i would have to get my male neutered. He is 4 and a half months old approximately, i got him a month ago and they said he is about 3month old. so what i’m wondering is, is it safe for him to be neutered?

It all depends on the experience of your vet - with an experienced cavy savvy vet, it is as safe as it is going to be - no surgery is risk free.
Call them up and ask them what their timescale is - Some vets prefer to wait until they are a little older before neutering.
Once neutered, he will still need to be kept away from your female for six weeks post op

is there any major post op care?

Our vet wanted our little boar to weigh 600g before he was neutered, I think 16-18 weeks or 600g is usual in the UK anyway, but as @Piggies&buns says it depends how comfortable the vet is anaesthetising small animals. It might also depend on how well the testicles have descended, as fully descended testicles make the surgery faster and less invasive- luckily Theo had some impressive boar bits all hanging out and we just had to wait for him to gain enough weight, he sailed through his neutering op at 680g and 18 weeks old.
Best of luck for your boy, although there is always a risk with surgery and anaesthesia in most cases it is worth it to see a little boar happily married and doing what comes naturally!
