So... I have tried paper bedding which was ok but a bit messy, and Aspen bedding (Gilbert couldnt stop eating it.) Both types of bedding have been decent but I didnt like the mess they left so I went and got 1.5 yards of felt to use as bedding untill I can get a actuel felt cage liner. I spread some timothy hay over one side of the cage and they seem to be liking it. do you think the 1.5 yards of felt will be enough or do i eventually need to invest in an actual feelt cage liner?

I am afraid your cage doesn’t look anywhere near big enough.
Am I right in thinking your piggies are both boys? Two boys require a cage which is at least 150cm x 60cm. 180cm x 60cm being better for two boys.
The absolute minimum for welfare standards cage size for two piggies is 120cm x 60cm but two Male piggies will always require more space than that to prevent them falling out. Lack of space is one of the main reasons Male piggies fight (after them simply not liking each other).

Is there something absorbent underneath the fleece? The fleece needs to wick away the urine through the fleece into an absorbent layer. The link below details how to use fleece and how to wash it so it will wick urine away to an under layer.

You will also require several fleeces/liners. It needs to be washed every few days, so you will need to have a few to be able to change out and wash.

I am getting a new cage as soon as I get paied i am going to be getting a midwest style cage for them. I have a towel under the fleese for now. I had a bigger cage for them but the package got stolen from my porch so i am having to wait. but they are getting along great. I cant wait to get them a bigger cage in a few days though. I hate having them in this smaller one right now because I know they need more space.
