If you are going to quarantine, then to do it properly, the new piggy needs to be kept in an entirely different room to your first piggy.
If you put him near your other piggy, then you pretty much negate the point of quarantine as your other piggy is is exposed to any transmissible illness a

Is it the cage your first piggy is already living in? If so, then no you cannot use it for bonding. The bonding must be done in neutral territory.
If it is a spare cage (ie your original piggy is living in another cage at present) then it can probably be used.
