No, from what I gather this is just them regulating their body temperature, being as they can't sweat, bit like us having cold hands or warm hands. I was once told that if their ears and feet are warm then they're warm enough, if their cold it means they're abit nippy!
Guinea pig regulate their body temperature through their ears be increasing/decreasing the blood flow. They don't have sweat glands like us (if they are wet it is from condensation).
