Piggy going under fleece bed

Help! I have 4 female piggy’s. One of them is a troublemaker and likes to constantly go under the fleece bedding. I cannot keep her out no matter how many times I try. I have a Midwest habitat with the canvas bottom. She even started chewing through the canvas. Any other piggy parents have suggestions on what to use to keep the fleece down that isn’t harmful to them? I just need this behavior to stop so their canvas doesn’t get smelly and destroyed from the nibbling thanks in advance for any tips and tricks!

I have borrowers. I use many many safety pins and bulldog clips.

Bulldog clip the fleece to the edge of the base? Mine were burrowers until I clipped the fleece.

I sewed Velcro on my fleece liners and glued the other side of the Velcro to the base of the cage, my skinny pig is a big burrower and this has worked great
