My 2 Boars have lived together all of life (14 months)but ate still figuring out whos dominant. Today we found billy, the more dominant with a blood circle by his whiskers. Did George pull it out or did billy scratch himself?

Hopefully someone else will have some more knowledge but it looks like it could have been a nip from your other piggy unless there is something sharp that could have caught him. You'll want to clean that well and keep a very close eye on the two
 
Use a homemade saline solution, boil some water, let it cool, mix in some salt (I'm not sure the exact ratio but I'm sure searching the web will give you the answers you need) and gentle rinse out the wound
