Well, sometimes when I pet my piggies, they vibrate and purr? What does this mean? I've heard it means both good and bad?

If it is a sharp, deep purr, often accompanied by a head shake or similar, then it means that your piggy is not happy about somehting.
It is a softer off-and-on purr, then it has the same meaning as a cat's purr - contentment.
