Question about my piggy's privates

I have been trying to sex my first guinea pig since we got a second piggy so that they can play together, but I am having issues getting Tugboat's penis to come out when I gently press above his genitals.

He has all the signs of being a boar, the puckered skin, the inner shaft, and no "Y" shape. Once I press above his genitals, the penis starts to come out but never passes the puckered skin, almost like it is stuck inside.

I have read a lot of websites with sexing information and even watched a video to make sure I am pressing correctly. I have not been able to find out any information on this, plenty of information about the penis being "stuck" out, but nothing about a penis that will not come out.

He is acting normally and peeing regularly.

Any advise would be much appreciated.

I would get them both properly checked by a vet if you are unsure
 
I know for sure Bear (the second piggy) is a boy, as soon as I pushed on him it popped right out. Tuggy just likes to be stubborn. mallethead
 
I'll try and post a pic tonight, GF is not home at the moment and he is fussy while he is on his back, I can't hold him and the camera at the same time and take a pic worth posting.
 
Thanks for the feed back. :) I think he is a male too.

I am mostly concerned that something might be wrong since it will not come out.

When I checked his brother's sex his penis popped right out. Does anyone know if they usually pop out easily or if some are just difficult?

Since I posted his private I thought it was only far that I share some not so personal photos as well. :p

Tuggy is the brown and white one and Bear is the black one that thinks he can hide behind anything, even small bells.
