recurrent eye infection

my guinea pig reece is nearly six years old. a couple of months ago, he managed to damage his eye with a piece of hay. the damage was superficial and healed ok (he was prescribed fuciderm)

however, he developed an eye infection (he had one a few months previously after getting a piece of hay in his eye - he tends to lie down a lot more now he's old and lies on that side of the face - this cleared ok).
he was prescribed fuciderm which didn't help and was given stronger antibiotic gel. the infection cleared but a few days after we stopped antibiotics, it appeared again. we resumed antibiotics, infection cleared, then reappeared a few days antibiotics were stopped. after that, my vet decided that his eye doesn't look as moist as it should and gave him artificial tears. we continued with antibiotics until the infection cleared and started with the artificial tears. the idea was that if the eye is as moist as it should be, he will not get another infection. but, alas, a few days after stopping antibiotics, his eye is sore and crusty and the eyelids are slightly swollen.

i am not quite sure what else we can do. has anybody experienced this? we always stop the antibiotics several days after the symptoms disappear rather than straight after he gets better. he's also had oral antibiotics and anti-inflammatories. he's had dye put in his eye a few time to make sure the eye wasn't damaged.
we found out when he was a baby that he was allergic to wood shavings and were using compressed wooden pellets as bedding instead. i thought this may be the culprit and he now has a full fleece bedding. his friend pumpkin's never had any problems so i'm guessing it's not contagious.

any ideas will be greatly appreciated. i just want him to get better.
