She will not settle when held

My one year old guinea pig will not settle when held. She constantly makes chattering noise and seems distressed moving and looking around. My other guinea pig is the opposite and will sit there quietly as you hold her. Does this behaviour mean that she hates being held? How can I help her to settle and enjoy being held?
