I’d certainly get him checked out as could be the start of an upper respitory infection

Sorry! IPad decided to change from upper respiratory tract infection to the word for a rash!

How long has it been happening? What is he bedded on?
Please have him vet checked if your guinea pig seezes several times an hour, all the time. It is hopefully just an irritation/sensitivity/allergy, but if in any doubt, your vet will firstly treat for a respiratory infection (URI) because it can be deadly. Only if that option has been eliminated, will he look at other avenues.
You may want to try and change the hay brand and see whether that makes a difference.
You can also see whether a bowl of steaming water next to the cage can bring relief.
