Sows still won't settle...

I have 5 sows, Bailey, Luna, Nova, Breeze and Skye.
I got Skye about 8 weeks ago, and things have been a bit unsettled since I brought her home. Mum has just told me that things aren't improving.
Luna, Breeze and Nova have been lunging at Skye, and she at them. There is lots of head raising at food time, even though I make sure food is spread out across the whole hutch. They are in a double decker, and lots of the time, all 4 will be upstairs and Skye will be left by herself downstairs.
There's often scuffles going on, not a day goes by where there isn't some sort of disagreement between the others and Skye :( There are plenty of hideys, food and hay scattered around, but it doesn't seem to help. Surely they should have settled down by now?
I don't want my girls to be unhappy...is it going to be best to find Skye a new home...? :(
 
Apparently the others are now not even going anywhere near Skye...if she's near the bowl they won't go and eat, and if she is on one side of the hutch they'll all go to the other side :(
 
I am sorry that things haven't worked out. There are a few piggies who simply won't fit in with others.

PS: Putting these sows with a neutered boar won't usually work, either!
