Ouch - it looks painful.
It is impossible to say what it could be, but it looks like he either caught his nail, or got something (a long hair) wrapped around his toe which cut the circulation off for a bit.
I would get him to a vet to be checked, as he may need antibiotics to prevent infection.
At the very least this will need regular bathing until it clears up, but a vet would be the best person to advise.

I would advise a vet visit too. Only a vet can diagnose and treat.
Please see a vet; you piggy could have infected or broken a toe.
