Having voted for the new animal protection law in 2004 (after a previous new law was voted down because it was considered too watered down by the parliament). I can vouch for it. And so can @Swissgreys , as she is living there now!
Direct democracy and people power have brought this pioneering law about; sadly other countries have not followed...
