I want to take Little Bear to the vet tomorrow morning but the temperature will be around the freezing point. The pigs always go in a cat carrier. Is covering the carrier with a heavy blanket enough and a fleece blanket inside enough or should I reschedule? Its about a 15 minute drive.

In winter we use a hot water bottle on the outside of the cat carrier - warms up one end but the piggy can move away if he's sweaty! And we cover up with a blanket to keep the heat in. If the carrier lives outside bring it in for a bit before you put him in so it warms to inside temperature.

I do have some microwavable heat packs, but they don't last long. After seeing the windchill will be in the 20s F (-3C if I converted right) tomorrow morning, I decided to reschedule. We're just going for a wellness check anyway.

are your heat pads not the proper snugglesafe pads? They last 10 hours.

I don't know if you've ever seen the reptile heating pads, but you just plug them in, and slide them under a mat, or in this case, a fleece blanket. If you're in the car, you could hook up an inverter inside, and have it running while you drive. If not though, when I transport in cold weather, I put a hidey toy of some type in the cat carrier, cover it with a blanket or bedding, and then put a blanket or bedding inside the hidey thing. I also warm it up ahead of time, either by bringing it to a warm area of the house, or using a hair dryer to heat the inside (before adding a piggy)

I use a half-heated snuggle safe when I have to see a vet first thing in the morning. Plenty of fleece and some soft insulating hay to snuggle in as well.
