I have a pig who's 13 months now, and he's tiny, but is fat and healthy. His mom was very young when she had him, but I think he should grow more. My females are the same size as him and they're about six months younger! I haven't weighed him but I'd say he's about the weight of your pigs.
So some pigs can just be small pigs.
But if they feel bony instead of plump then they probably are underweight. They're gaining weight well though which is good.
I'd say just keep feeding them a good diet like you are, because it's working. And it's best for them to gain weight steadily I think.
