What can I use to keep costs down

We bought a Hay mate which the pigs love. Is there a way to help absorb the urine in the bottom layer to 1) keep costs down as going through hay like crazy as they flatten it down and wee on it and 2) so I don't need to clean it as often!

I spot clean the cage every day and do a full deep clean once a week..there are 4 sows.

Hi I find washable incontinence bed protector or seat mats on top of cotton towels useful as puppy pads is rather too wasteful and expensive for my crowd. I use the protectors for the most soiled areas
 
You could put some woodshavings in the base. They can be spot cleaned in fairly small amounts and changed completely once a week. It does a good job of keeping the hay as dry as possible for as long as possible.
 
We have used something similar when on holiday with our piggies.
I put a layer of newspaper in the bottom & disposable bedding down then a thick layer of hay on top. Which seems to work quite well.
