I can't diagnose from your picture nor am I allowed or qualified (nobody is online) without a hands-on examination.
Does your piggy have pale bugs crawling around its coat? Lice are visible and they move.
It rather looks like your baby may have some dust stuck onto a now dried area of coat.
Please save up towards a vet fund on a weekly/monthly basis as part of the regular living/maintenance cost of your piggies so you can always afford to see a vet. There is never a good time for illness or emergencies, but they do happen. Small animals like piggies cannot afford to wait for days or weeks.
