It looks like boar glue (semen). Is it really hard and only stuck to the fur? Sometimes when it comes off the hair is removed too. But as long as the skin underneath looks healthy it should not cause any problems. If it’s not causing him any problems I’d leave it to fall off on its own.
On the other hand if his skin underneath looks different or it’s causing any problems or you are worried you should get it checked out.

I agree, it looks like boar glue - it can be either his cagemates semen or it can be his own.
