Is it a skin condition or bite mark from fight he had? He also has something similar on his chin.

Looks like a bite to me- I'm not an expert but similar to marks left on my boys after a scuffle- I clean the wound with saline and put a little teatree cream on seems to do the trick
 
I agree it looks like a bite but I think a vet visit will be needed to make sure and to check it is not infected.
