Not plastic spoons, I think they would be dangerous. Toilet roll tubes filled with hay and/or veggies are good. Fruit tree sticks can be good for chewing but make sure you check which trees are not toxic. I have little hooks screwed into the ceiling of my hutch and I hang carrotts and cauliflower leaves from them to make the girls reach and work for their food.
Yes, mine LOVE toilet paper rolls! Just please be sure to cut it so they will not get stuck... Also, my piggies love it when I wad plain white paper in a ball. They love to chew it. Or shoe boxes/any other cardboard box... Just cut some holes in it so they can go in and out!
Tissue boxes filled with hay, toilet roll tubes, balls of paper a shoe box turned upside down and cut a hole to make an entrance to use it as a hidey hole...heres a post i made on toys you can make around the home:
