There is no way.I switched to fleece. No mess and better for piggies health. :)
 
Piggy fan is right no chance, when they run or popcorn it flies everywhere.

Although if you're suffering from the shavings coming out of their den, are your house walls high enough? I don't have a problem with my ferplast cage on the ground floor in terms of loose bedding, but I use fleece for the 1st floor as there are no sides to stop stuff coming out.
 
I did use dust extracted shavings and there isnt much you can do to stop them from being kicked out of the enclosure,i agree higher sides does help,or switch to fleece and just use enough shavings in there nest area,put some paper underneath to help protect the fleece if your using one and then add enough shavings for a comftable bed but only in the nest area and toilet area or litter tray instead,
Ive just switched to barely straw same princable used as shavings only put in his nest area, and that for me does seem to help with the amount escaping from the enclosure/cage!..alot escapes when piggies go running around there enclosure,or playing chase they seem to kick loads out!
