The most likely cause is mites, lice or both. Treat with a spot on treatment - Beaphar or Xeno - available from bigger petshops, the type depends on age and weight.
Alternatively use an insecticidal shampoo for small animals - once a week for a month, suitable from 12 weeks old.
The vet will give injections to kill the parasites which is best if your piggy is young or you are unsure how to treat yourself.
A visit to the vet will also help to find out if it's parasites or a fungal infection.
It could be something or nothing, however I'm inclined to agree with Suzy on it most likely being parasitic from your description. Do pop along to the vets though, get a diagnosis especially if you are unsure.
It looks like she has most probably some skin parasites or a fungal complaint; the best way to find out which ones and to get a proper treatment is to take your piggy to the vets.
Please be aware that you always need to treat the whole group for skin parasites.
