If you are lucky, it is just some dirt; but it is likely hay/mites (chirodiscoides caviae).
These mites fix their small egg cases to the hairs, especially at the bum end. They live off the debris on skin/hairs and are the least bothersome of all guinea pig parasites. On light haired-piggies, they look like a peppermill has been used over the piggy.
Please see a vet for a hands-on diagnosis and a good quality ivermectin or selamectin based treatment. Please do not treat on spec with low dosed broad spectrum shop products that can only suppress symptoms but not clear them out once and for all. We cannot diagnose reliably (nor are we qualified to replace a vet), but we can tell you when to see a vet, what avenues to pursue and we can support you during treatment.
If this is happening within 2-3 weeks (UK) or 31 days (US) after purchase from a petshop, you can reclaim any vet cost from them by presenting the sales receipt together with the vet bill. It comes under the heading of customer rights when being sold damaged wares since exposure and infection must have happened at the shop or the supplying commercial breeder. Please do NOT give up your piggies to the shop for repurchase later!
