I use it, and have been for two months now and i love it!
For money wise I spent £30 on vetbed which covers my double hutch, and i have three spares and a large piece still left over. Now that seems alot, but i was spending £30 a month on shavings and hay alone. So i switched!
It does need a bit of care everday, the poops need sweeping down and if you use newspaper underneath this needs changing every day however if you uses six or seven double sheets of paper this i found, makes it thick and lasts for two days instead of one
I'd suggest maybe using your top cage as a hay loft, and keep a layer of sawdust with hay on top, this isnt too expensive to upkeep...i have an area in the hutch just for hay and sawdust which is used as their toilet area and hay feeding area. It also means the vetbed doesnt become covered in sawdust and hay.
To clean I hang the vetbed on my washing line outside and bat it with the dustpan, and brush it down before popping it in the wash, I was it everyweek on a 50's and i dont use a washing powder which has conditioning or softener in it as this makes the vetbed more absorbant on top, I also put my vetbed in an old pillow case tied so it doesnt fall out the wash:
