Piggies cannot tolerate strong smells, and some products can irritate their skin so doing this would not be a good idea.
You should use a fragrance free detergent but you can also add some white vinegar to the wash
It would also be worth checking that they are still absorbing properly.
Also, do you mean they still smell after you've washed them or that they are smelling quickly while in use? I know you have a lot of piggies in a hutch so that can also have an impact on how much a liner smells. If the piggies are still outside (I know you were looking to get an indoor c&c) then its not a good to be using fleece outside anyway, particularly now the nights are so cold, as it wont dry properly and could then contribute to the smell.
I sometimes use a antibacterial liquid in the wash with my fleece. I use a sensitive skin one that’s fragrance free.
Zoflora is very strong smelling so I wouldn’t use that personally.
Because I'm hyper sensitive to fragrance, I only use a tiny bit of fragrance-free, non bio degergent, but always wash their stuff at 60 degrees, and it's never stinky, unless maybe I put too much in the washing machine. I'd think even occasional washes at that temperature could de-stink their stuff.
