I tried calling vets to preface but there are no nearby exotic vets available at 3am, she broke out and got in a fight with another guinea pig and i can see a scar across her eye, she was whimpering and twitching now shes just twitching, with her head leaning to the side, and I'm wondering what i can do?

Please do see a vet urgently. She sounds to be in pain (head tilt).
You do not have to see an exotic vet given eyes are the same across all species - any vet can deal with it today (as an emergency at any time of day or night in the UK - all UK vets have out of hours cover).
As far as home care, all you can do is switch to weighing her each morning and step in with syringe feeding (she is likely to stop eating hay or reduce the amount she eats in response to the injury and pain) to prevent stasis.

Vets ASAP as an emergency.
This is a follow-up to my other post where my guinea pig got her eye scratched the only vet i could reach today has seen guinea pigs but he's not specialized in them.. the exotic vets open on monday, but he gave me "neomycin polymyxin b" and i was wondering if this is safe? for guinea pigs, he said to only use it if her eye crusts up and dries up.. anyways this is how she looks atm

These are antibiotic drops.
I’m confused - Why have they said to only use it IF the eye crusts and dries up?
Does that mean she currently isn’t getting any medication (because the eye looks moist at present)?
This needs prompt treatment with an antibiotic - eye injuries deteriorate quickly so only treating IF something happens (and really this already looks like a nasty injury so needs treatment) makes something going wrong with the eye more likely.
She also must have painkillers. Did she get prescribed a good dose of twice a day painkillers also?
While any vet can deal with eye injuries, you do need the vet to have some knowledge, or be prepared to research, on the higher levels of pain meds that piggies can tolerate compared to other species.
