I have three girls in an 18 square foot cage. All their needs are accommodated for; food, comfy houses, open space. I don’t have many toys, but I don’t think chew toys would really solve my issue.
They don’t ever get the zoomies anymore, nor do they often popcorn. I think they do on occasion when they free roam, but never in their cage. I just can’t blame it on our cage size, since it’s awfully huge. I’m not sure what I’m doing wrong either. Is it because they’re a bit overweight? (I’m working on that) They’re comfortable around me, so I don’t think it’s likely that they’re scared. I think they are just unhappy for some reason. I will try free roaming them more and getting more interactive toys. Is there anything else I can do?

Sows reach the age they can become mothers from about 4 months onward and turn a lot more serious from then on in; more so than generally boars. Your girls are not unhappy, they are simply growing up! ;)
 
What makes you think they’re unhappy, apart from not popcorning or zooming much anymore? And how old are they? As reference, my boars are almost 2.5yrs and rarely popcorn or zoom.

Chew toys aren’t necessary, and can sometimes pose a danger to them.

When you say overweight how much do they weigh? Heft is a better indicator of size, rather than weight.
